We are delighted to announce the appointment of Ray Winn to the role of Project Portfolio Manager. As a key member of the DEAL team, Ray will be seconded to Gumatj Corporation and play a pivotal role in coordinating DEAL’s support for Gumatj Corporation to progress a range of projects across a variety of sectors with third party investment proponents on Gumatj traditional lands in East Arnhem. 

Reporting to Liam Flanagan (COO, Gumatj Corporation) on a day-to-day basis, Ray will manage a portfolio of projects on behalf of Gumatj Corporation, working closely with investment proponents and key stakeholders. Ray will play a critical role in representing the interests of Gumatj Corporation and traditional owners in driving these projects forward, including:

•    Overseeing the planning, execution, and delivery
•    Assessing business cases and project risks
•    Supporting proponents in seeking relevant approvals and consents 
•    Assessing project execution and delivery plans
•    Monitoring project risks and mitigation measures
•    Monitoring project timelines and critical paths
•    Managing interdependencies between projects
•    Providing a critical link between Gumatj Corporation and DEAL, ensuring DEAL is able to provide any additional support to progress these projects, as and when required.

As a key member of the DEAL team, Ray will also attend regular DEAL management team meetings to ensure timely and effective two-way communication. 

Ray has over 30 years’ experience working across public and private sectors in the UK, Australia and New Zealand and has specialised in the design and structured application of appraisal and decision-making frameworks to inform investment decisions relating to major infrastructure projects.

Ray joins us from WSP, a global leading engineering and professional services firm, where he led the recent Gove Peninsula socio-economic assessment work to inform decisions on investments and activities to sustain and develop a post-mining economy. Through this work, Ray knows the region very well and has an existing strong network. 

A key outcome from the recently completed strategic review of DEAL was the importance of developing closer and more effective working relationships with traditional owners to support them to progress specific investment opportunities. The appointment of Ray to this key role represents an important step in DEAL’s support for Gumatj Corporation.

Ray will be relocating to Nhulunbuy with his wife, Fiona, by the end of August 2024 and will commence work on 2 September 2024.
