Developing East Arnhem Limited (DEAL) continues to support Yolŋu-led organisations across East Arnhem, working alongside communities to strengthen capability, create economic opportunities and support long-term development on Country.
One example is Liya Wanhurr, a Traditional Owner-led organisation based at Dhalinybuy that has been building its tourism offering over several years. Through the Yolŋu Business Development Officer program and broader partnerships, DEAL has continued supporting the organisation to strengthen and grow its tourism operations.
In 2025, DEAL engaged COOEE Traveller to provide operational support to Liya Wanhurr. COOEE specialises in supporting Indigenous tourism businesses and also works alongside other East Arnhem homeland-based tourism experiences including Bukudal Dhanbul and Bäwäka Homeland.

Liya Wanhurr has experienced strong success over the years, particularly through its ongoing relationship with Culture College, which regularly brings student groups from Sydney to East Arnhem for cultural learning experiences on Country.
Like many small and remote tourism operations, recent years have presented challenges. However, continued support and successful funding outcomes are helping create new opportunities for future growth.
Recent funding success will see important tourism infrastructure delivered at Dhalinybuy, including large eco tents and a new ablution block to support future visitor experiences and increase tourism capability on Country.

DEAL looks forward to continuing to support Liya Wanhurr and plans to utilise the new facilities later this year as part of its annual cultural experience program.
The work reflects DEAL’s broader commitment to supporting community-led tourism opportunities that create sustainable outcomes and strengthen long-term economic participation across East Arnhem.
